Critical Missing Person Christopher James Timmons.

The Long Beach Police Department is asking for the public's help in locating 21-year-old critical missing person Christopher James Timmons, who was last seen on Sunday, July 5, 2020 at approximately 8:30 p.m.

Timmons was last seen at St. Mary Medical Center, located in the 1000 block of Linden Avenue. Timmons has medical conditions, requires daily medications, and may become disoriented.

The critical missing person is described as follows:

Age: 21-years-old
Gender: Male
Race: White
Height: 5'11"
Weight: 250 lbs
Hair: Brown
Eyes: Brown
Clothing: Dark blue hoodie, light brown shorts, black flip-flops
Scars/Marks: “LB” on left hand, scar - three white dots on left clavicle
Visible Dental Work: None
Medical Alerts: Suffers from medical condition(s) and may become disoriented

City of Long Beach Now Accepting Applications for

City of Long Beach Now Accepting Applications for Emergency Rental Assistance.

#LongBeachCA - The City today announced that application forms and program materials are available for a newly launched rental assistance program that will help provide relief to qualified tenants affected by the COVID-19 pandemic. The program was unanimously approved earlier this month by the City Council.

“This emergency program will help provide much-needed relief to hundreds of Long Beach renters and their landlords as the pandemic continues to impact our City,” said Mayor Robert Garcia. “Providing direct support to those who need it most is critical to keeping our economy going.”
The Long Beach CARES Emergency Rental Assistance Program (LB CARES), which is being administered by the City’s Development Services Department, will provide up to $1,000 per month of rental assistance payments for up to three months on behalf of qualifying Long Beach residents who have lost income due to COVID-19 and meet federal low-income requirements. The monthly assistance payments will be provided directly to property owners or landlords on behalf of qualifying residents and will be applicable to rent due during the eligible period from March 27, 2020, until the end of the City’s Safer at Home Order.

“The Housing and Neighborhood Services Bureau of Development Services is pleased to help our community by providing rental assistance during this pandemic,” said Oscar Orci, Director of Development Services.

Eligible applicants will be required to submit documentation confirming substantive income losses caused by job layoffs, furloughs or reduction in hours or pay during the COVID-19 pandemic period beginning March 27. All documentation, including rental lease agreements, will be subject to verification.

Information and application materials (available in English, Spanish, Khmer and Tagalog), including eligibility requirements, are available on the program website: longbeach.gov/lbcares.

UPDATE: Three Women Shot, One Killed at Long Beach Candlelight Vigil.

On June 29, 2020, at approximately 9:00 p.m., officers were dispatched to the 5800 block of Orange Avenue regarding a shooting. The Communications Center advised the Police Department they could hear shots being fired and people screaming in the background, with numerous calling parties also reporting multiple shots being fired, which resulted in the death of a female adult. Upon arrival, LBPD officers located a large group of people on the sidewalks, apartment parking areas, and streets. The group appeared to be having a vigil for the murder of Archie Harris, which occurred on June 28, 2020. Three female adult victims with gunshot wounds were located in the area. Victim #1 had a gunshot wound to her lower extremity and Victim #2 had a gunshot wound to her upper torso, both were transported to an area hospital and listed in stable condition. Victim #3 suffered gunshot wounds to her upper torso. She was transported to an area hospital, where she succumbed to her injuries. At this time, the victim is only being identified as a female adult pending notification to next of kin by the Los Angeles County Coroner’s Office. The preliminary investigation revealed a group of subjects, related to the vigil, were involved in a dispute with a local resident. The dispute escalated into the resident’s window being broken and then into a shooting with multiple suspects firing in different directions. The exact motive for the shooting is currently unknown, however, the incident is being investigated as gang-related. Detectives are actively working to gather additional information to further the ongoing investigation.

Long Beach to Close Beaches Over Fourth of July Weekend.

@longbeachcity announced today that, in alignment with Los Angeles County, Long Beach beaches will be closed to the public this Fourth of July weekend starting Friday, July 3 (12:01 a.m.), through 5 a.m. on Monday, July 6, in a proactive effort to limit the spread of COVID-19. This closure also includes piers, beach parking lots (except for permit holders), beach access ways, bathrooms and beach bike and pedestrian paths. Due to the recent sharp increase in COVID-19 cases and the positivity rate in both Long Beach and Los Angeles County, and because beaches typically attract large gatherings, Long Beach beaches will close temporarily for both passive and active use. Beaches will reopen at 5:01 a.m. Monday, July 6.

The City encourages residents to celebrate safely at home this Fourth of July, and suggest alternative ways to celebrate with members of one’s household, such as having a fireworks-free BBQ at home or a family-movie marathon. Events like fireworks shows, block parties and other types of large gatherings are not permitted, per the State of California Health Order. If celebrating with outdoor activities, City health officials remind residents to maintain at least a six-foot distance from other individuals not in the same household, wear a face covering over both your mouth and nose in all public and private places you could be, or are, in contact with members of other households, wash hands frequently and sanitize high-touch surfaces.

This action was put in place by the City Health Officer, Dr. Anissa Davis, and in accordance with the Emergency Powers granted to the City Manager through the Proclamation of Local Emergency. It is effective on July 3, 2020, at 12:01 a.m., and will continue until Monday, July 6, 2020, at 5 a.m.

Mandatory Closure of Bars in Los Angeles County Including Long Beach. Today, California Governor Gavin Newsom announced the mandatory closure of bars in Los Angeles County in order to limit the spread of COVID-19. The governor cited the social nature of bars, the potential for alcohol consumption to reduce inhibition and impair judgment and the challenges of contact tracing among bar-goes, among the reasons for the action. “From the beginning of our reopening process, I’ve said that we would be led by the facts,” said Mayor Robert Garcia. “I support the Governor’s decision to close bars in several counties in California, including here in L.A. County and Long Beach. We must continue to prioritize public health and safety.” The mandatory closure goes into effect tonight, just after midnight (12:01 a.m., June 29, 2020), and affects brewpubs, craft distilleries, breweries, bars, pubs, wineries and associated tasting rooms that do not have a restaurant permit. Restaurants, brewpubs, breweries, bars, pubs, craft distilleries and wineries and associated tasting rooms that have a restaurant permit may continue to operate, but the seated bar area(s) in these facilities must remain closed and people cannot gather in the bar area. The amended City of Long Beach Health Order detailing the closures will be posted later today at longbeach.gov/COVID19.

Public health professionals within California and throughout the nation have identified bars as the highest risk sector of non-essential business currently open.
The State has developed a monitoring list for Counties that focuses on key COVID-19 indicators such as positivity rate, case rate, stability of hospitalizations, and hospital surge capacity. Counties that do not meet the criteria are placed on the monitoring list. Those that have been on the list for over 14 days are required to close bars.

Imperial
Kern
Kings
Los Angeles
San Joaquin
Tulare

Incoming LBCC Students Receive Chromebook Laptops.
The Long Beach Center for Economic Inclusion (LBCEI) presented Long Beach City College (LBCC) a donation of 100 Chromebook laptop computers for LBCC students on Mon., June 22 as part of the citywide #InThisTogetherLB pandemic emergency response campaign.
Together, LBCEI and LBCC distributed the 100 Chromebooks during an event at the Michelle Obama Neighborhood Library to incoming LBCC students who live in North Long Beach.
The #InThisTogetherLB campaign has been LBCEI's pandemic emergency response initiative that directed $250,000 of program funding primarily from BRIDGE Development Partners, along with funding from Wells Fargo and the Office of Long Beach Councilmember Rex Richardson to support under-served families and underrepresented small businesses in North, Central and West Long Beach over the past two months. Funds have supported #InThisTogetherLB partner agencies in their community crisis relief efforts, including the contribution of Chromebooks refurbished by human-I-T for LBCC and YMCA students.
LBCEI, a community development corporation, aims to create an environment where everyone, including students, has a seat at the table and an opportunity to thrive. Youth development is a critical program element of the organization. One of LBCEI’s #InThisTogether goals has included getting technology into the hands of young people in most need – especially in light of mandated online classroom instruction that students must currently participate in during the COVID-19 pandemic. Wells Fargo was the initial funding partner for LBCEI.

Two Found Shot To Death In Long Beach After Home Break-In.
On June 23, 2020, at approximately 12:10 a.m., officers were dispatched to the 1000 block of Almond Court to a shooting, that resulted in the death of two adults.
The calling party claimed a suspect broke into his residence and he open gunfire. Once on scene, officers located a male adult suspect, identified as Sergio Pacheco, a 25-year-old resident of Long Beach, inside the residence suffering from gunshot wounds to his upper torso. Officers also located a second male adult suspect, identified as Jose Perez, an 18-year-old resident of Long Beach, also suffering from gunshot wounds to his upper torso, laying on the street in the 1100 block of Gundry Avenue. Officers immediately began life-saving measures and requested paramedics for both suspects. Long Beach Fire Department personnel responded to both scenes and determined both suspects deceased.

Preliminary information indicates one of the residents and Pacheco were at one time associates. Both Pacheco and Perez arrived at the residence unannounced, forced their way inside and assaulted the two residents. During the altercation, one resident fired a firearm at Pacheco and Perez, who were both struck by the gunfire. Pacheco collapsed inside the residence and Perez fled the location on foot, later collapsing on the street.

The residents involved have been cooperating with the investigation, which remains ongoing. Due to the residents possibly being the victim of a crime, their identity is not being released. The motive for the incident is currently under investigation.
